The xdocs directory contains TEST doucmentation for the Maven build. The doc directory contains the REAL documentation that is used by the Ant build.
The Maven build is still experimental (as far as I'm concerned) but the idea is that the Struts documentation (in doc) will be modified into a format that is compatible with Maven, so both the Maven and Ant builds can generate documentation from the same source xml documents. It's something I'm willing to tackle, but has had to take a back seat for me because of other commitments (ain't that always the way? ;-)). One day...
