Now you have explained what is going on, I can see it is not a bug. However, if you remove the Value attribute then the surely the jGuru tip will stop working. It may not be ideal but it should still work when javascript is not enabled in the browser, unlike my clunky workaround. I would be happy if there was just a bit of a hint to this behaviour added to the tag description in the manual, even if it is not really anything to do with Struts.
