It's been our plan to reorganize Struts into several subprojects. Each subproject will 
be a separate distribution, as Commons-Collections, Common-BeanUtils, 
Common-Validator, and so forth, are separate distributions today. This will allow us 
to make fixes to the struts-core, or the struts-tags, or the struts-faces, and be able 
to release one of these without having to re-release the others. It will also allow us 
to create new subprojects, like struts-scripting, which will also have its own release 
cycle.

I do imagine that there will also be a Struts bundle that puts the "best-available" 
release of everything into a single distribution.

But, it is absolutely impossible to keep going the way we have been going. Our 
inability to make incremental releases is not acceptable. Something has to change, and 
the first strategy I would like to try is "divide and conquer".

I'm going to try working through the problem reports tonight, in the hope of rolling 
Struts 1.2.1 in the next few days. Once that is done, we can roll up our sleeves in 
regard to the reorganization.
