The choice which character sets to use depends on customer preferences (whole sote already uses ISO-8859-1) and the need for users to enter data (i.e. turkish oder scandinaving names) which are using different varinats of the ISO-8859 charset. IMHO opinion it would not be a good idea to map one character set to a locale.
