Using tiles causes IllegalStateException

<tiles:insert> performs a role similar to <jsp:include>. 
The buffer is always flushed before invoking the target page of the 
<tiles:insert>. 

The CheckLogonTag might be in one of the <tiles:insert> and you are forwarding 
once
the headers are committed. Try using the tag at the very top of your jsp or 
better yet put all your jsp's under WEB-INF and do the checking in your 
BaseAction pre-process.
