Jira is preferred to Bugzilla, but our project doesn't have the volunteer resources to 
migrate right now. :) There is no paid staff, and so we have to rely on people who 
give freely of their spare time.

Personally, I prefer the SourceForge (or GForge/Savannah) infrastructure, but I 
believe there would be security issues for us.
