If people want to vote -1 they can. It's a majority vote, so a negative vote doesn't 
poison the well.

There are two with patches, which we could apply, but they could also wait for the 
next release. (We just need to keep these rolling, so a release doesn't become a 
do-or-die event.)

The others look either invalid or rarified to me. In either event, they won't get 
fixed by not shipping.  We need eyeballs for those. :)

I've been trying to excise any version references, except to say "since x.x.x". 
Whatever you find should be changed so it doesn't have to be changed again.

Ideally, the one place should be the Acquiring page, and all links to the Acquiring 
page should be to <http://struts.apache.org/acquiring.html> (not the local copy). 
Then, if they click on "Acquriing" offline, they will get the current status.
