We forked the release notes at 1.1 to create release-notes-1.1.xml.

Since there hasn't be a GA release since, the notes since then are all in 
"release-notes.xml", which corresponds to 
<http://struts.apache.org/userGuide/release-notes.html>.

There's mention there of notes for 1.2.1, but that's incorrect and should be removed. 
Since we're using light releases, I don't see the point of "rolling" the notes until 
we get to a GA release.

Now that we have a GA, we could copy release-notes.xml as release-notes.1.2.2.xml and 
start a new page with a reference back to 1.2.2, which in turns refers back to Struts 
1.1, and so forth.
