That justification doesn't cut it, for me at least. Based on our past
behaviour, it's very likely that there will be something fairly stable
that people can pick up as a nightly build long, long before the final
release. That will likely still be long before the major app servers
support Servlets 2.4.

Don't get me wrong - I'd love to be able to rely on the latest specs.
But I doubt that many people have access to nightly builds of WebLogic
or WebSphere so that they could use a version of Struts that rely on
them. That means that the Struts nightly builds will be useful only to
the fortunate few who don't need to wait for the app server vendors to
catch up.

If the next version of Struts relies on Servlets 2.4 / JSP 2.0, then
all my personal itches will be on hold for quite some time, because
I'll be stuck with using Struts 1.2.x until the app servers support
Servlets 2.4. ;-(
