It's a single instance. As it stands, we can transfer a ticket to one of our Jakarta Commons dependencies by changing a setting. If we were using another issue tracker, or had our own instance, we couldn't do that. I can tell you, being able to transfer a ticket to the Commons is a terrific time saver. So, whether JIRA, Bugzilla, or Scarab is better or worse seems less important than our hydraulic relationship with the Jakarta Commons. In practice, a volunteer project can't make decisions based on a technology alone. We have to consider whether someone is ready, willing, and able to make it so. We come to conclusions on the list, but nothing is decided until someone volunteers to commit the change.
