It's not intentional. It's an accident of introducing our own download page and then backing out a GA release.

Fixing the download page to reference 1.1 would be a nuisance, since 1.1 was a Jakarta release, and the download page is designed for Struts as a TLP.

Since the vote just went out for Struts 1.2.4 quality, and I'm hopeful that it will go GA, for real this time, I'd prefer to wait for the result of the vote (72 hours) before making any changes.

Acquiring has 1.1 and 1.2.4 listed:

But if you go to Download->Binaries, it still has 1.2.2:
http://struts.apache.org/download.cgi

I'm guessing (from the .cgi extension) that the download page picks up the
contents of some directory and builds the page.

It's confusing one of the new users, is it possible to fix this without too
much effort, or will it have to wait for 1.2.4 to go GA?
