Thanks, Jack. I for one would appreciate it. While I agree that users should be concerned about stuff like this, most wouldn't want to be. Also, the guidelines for what the mailing lists should be used for are documented in http://struts.apache.org/mail.html . It certainly has its merits, so if I was a user with a usage question, I don't want to be bothered by discussions on theories of what struts could look like in 2006. If I'm interested in that, I'd join the dev list. And if I'm a subscriber to both lists who currently has too much going on at work/home but still wants to be up-to-date with Struts' direction, then I can concentrate on the dev list and just clear my user list without missing discussions like this.
