OK, I am clearly not understanding what you are suggesting. ;-( You asked if it would "make sense for Struts to have a repository for such things, even if they are not in the distribution". I interpreted that to mean that you are suggesting that they go into the Struts SVN repository, but not into the builds - like the code that lives in 'contrib' today.
Apparently, that's not what you're suggesting.
