I don't believe there's any evidence that this is a Struts bug.  I just took a
simple Struts app (Niall's validatorjs example which happened to be in my local
Tomcat webapps dir) and added the same <controller...> line you specified below
(except that i closed the element because I didn't have any other values to set)
and when I retrieved the page, it was typed UTF-8.  When that line was not in
the struts-config.xml, the content type had no character encoding.

I'm using Tomcat 5.0.16, but I am skeptical that the version number is the
difference.  Please try this with another Struts app in the same servlet
container.  You can get the one I used from
