TortoiseSVN is all you need to install.

Right click on the directory you created and select "Checkout...', using

* https://svn.apache.org/repos/asf/struts/core/trunk

for the URL. Leave the "Checkout only the top folder" button unchecked, and 
leave the Head button selected.

A window will show the files being added to your local repository for awhile, 
and then you will have a full checkout.

When it is done, the window will say "Update Complete" and cite the Revision 
number.

If you are making a contribution, after making changes, you can right-click on 
the top-level directory again, select "TortioseSVN", and then select "Create 
Patch".

Create a Bugzilla ticket regarding the contribution, and then add the patch as 
an attachment. (You have to create the ticket first, and then attach the patch).
