I was already working on this when Ted mentioned to me that you were doing it. After reading this, I will let you handle it. I really appreciate your help. It's volunteering like this that gets people nominated ;)

Is there a bugzilla ticket opened for this yet? If so, I will attach a patch for what I've done. If you have time, you can take a look at it and let me know if this helps, or is a starting point. I'm sure I've missed something.

When the ASF directive came down to remove all java author tags I
actually did the patch that took care of it, including my own author
tag.  :)

At that time I actually collected all the names and added them to the
volunteers page.  At the time, it had all the contributers, big and
small.  Later that was also removed and now only a page listing the
committers and PMC members remains.

Anyway that's why I remember that author tags were supposed to be
removed.  It does say we don't use author tags even in the how to help
FAQ and says if a patch is submitted with author tags, the submitter may
be asked to remove them. (!)  So as Ted Husted points out, this has been
policy for a while.

I'll submit a seperate bug report and patch to remove all author tags,
including docs tonight.  Since it affects lots of files, I hope the
committers will act quickly or not at all.

After the smoke clears on this and the other patch I already submitted
to fix docs and mention using current, I'll follow up on the remaining
issues I noted.

Why do you want to remove author tags from the source code base?
Have you totally absolved yourselves from developer attributions?
