If you require the double quotes to be escaped when generating the javascript, 
you would need to create your own custom validator, with the associated TLD 
file (before the patch is applied) and use the custom validator in your 
application.

Hopefully, more people would vote for this bug, so that the patch can be 
applied and we will be able to enjoy the feature by Struts 1.2.7 or Struts 
1.3.x.
