help building taglib sub-project with maven

After building struts-core using maven; I tried to build the 
struts-taglib subproject (maven dist) and received the following error:

repository connection string does not specify 'cvs' as the scm

Pardon my ignorance here -- I am completely new to Maven (and James 
Mitchell is out of town this weekend :)
