How about using "ref" - as in short for reference - and the attributes of either
'page' (default) or 'site'?

This becomes:

tag: base
attributes:
 * ref : Optional. Value that determines whether the base tag points at
the "site" URL or the current "page". The default is page.

Example:
<html:base ref="site" />  Would give you <base href="http://localhost/mysite"; />
if you were developing and <base href="http://www.mysite.com/"; /> when the
website went live.
