If someone were able to make a case for changing the DTD, and were
willing to be the release manager, and were willing to handle the
support inquiries, and had demonstrated that they were as good as
their word, then there is unlikely to be a problem.

The other thing to keep in mind is that anything anyone puts into the
codebase is something that all of us are going to have to support in
the future. We are commited to backward compatibility, so once it goes
in, it can take a very long time to get it back out again. (Witness
