After a bit of jiggery pokery I managed to get it all working... I basically had to comment out the relevant line in the project.xml as outlined above.
I tried the property file thing and it didn't seem to work, so doing the above was easier. I also had to manually put a the taglib jar file into the repository for EL to build, dunno why it didn't go in manually.
