Not only that Don but I'm not sure I understand under what use case you would 
NOT want to substitute variables. I can understand a use case where there is a 
{some text} in the message that you want to display but not the case where {int 
val} is present. since the underlying mechanism for substitution fails if I 
have {text not a number} in the message. I suppose the use case is "do not do 
any substitution" and that likely would require just another attribute in the 
tag and would be relatively trivial.
