At SourceForge we have the freedom to add as committers whatever
volunteers are interested in this or that.

Last I knew, the bar was working code and a SourceForge account :) 

The SourceForge site can be whatever the Struts community wants it to
be. People just have to step-up, do the work, and make a difference.
