Perhaps "tiles2", following precedent set by several other Apache
projects? This would only be for the root directory name, and the
code could use "org.apache.struts.tiles" freely, although I
personally wouldn't object to it being "org.apache.tiles" even if it
lives as a Struts subproject. I don't think I have a strong feeling
as to which is better.
