This change allows the user to add any arbitrary attribute to a tag which I 
think is useful because it enables the user to use potentially proprietary 
attributes that one browser has that another doesn't and thus are not 
a "primary" attribute of a specific Struts tag. Does that make sense?

I don't think we should care if the user decides to add an arbritary attribute 
to a tag by way of this new <html:attribute> tag.  The Struts tags aren't 
broken in any way. We are just allowing greater flexibility and can't image 
why a veto would be in order for that. This really has nothing to do with a 
4.01 spec (or any other spec for that matter) because we are not changing the 
tags, just adding a way for tags to output additional attributes.
