I'd like to offer a potential compromise...

What if a new "specCompliant" attribute was added to the <html> tag... when 
true, only HTML 4.01 spec-compliant attributes are allowed, if false than 
arbitrary attributes are allowed.  The default would of course be "true".

At least at first glance, this seems to me to offer a reasonable solution for 
all... backwards-compatibility is maintained, yet additional flexibility is 
added... Craig, no loaded gun is provided, the developer has to manually load, 
aim and pull the trigger :)
