Suppose to have this paths in web.xml <init-param> <param-name>config</param-name> <param-value>/WEB-INF/struts-config.xml,META-INF/struts-config.xml</param- value> </init-param> The first one (/WEB-INF/struts-config.xml) is found inside the servlet context. The second path will never be loaded through the classloader because resource will never come back to null. So the first path will be loaded twice!!! And the second never! You only need to move: URL resource = null; inside the while cicle.
