Under the "monolithic" distribution, everything was in the one UserGuide directory, but when TagLibs became a subproject, the TLD XML's went over there. * http://svn.apache.org/viewcvs.cgi/struts/taglib/trunk/doc/userGuide/ What was happening is that two stylesheets were applied to the one file.
