We probably want to restore this file and then rename it so that the
version is in the filename, and then create a new release notes file
for 1.3.0.
That's what I was attempting-- it has already been copied to
release-notes-1.2.7.xml (in May), so deleting it made room for the new
release-notes.xml file for 1.3.0.
According to Martin, it needs to be restored and then modified, so that all
the history, all the way back, stays on this one file.
