Frank, I agree that most committers are not interested in putting effort into developing the Struts tags, however they haven't completely stagnated (see the "Tag Library Changes" section in the Struts 1.2.7 release notes) and I am happy to continue working on them, although having said that the amount of time I have for open source varies.
