The xdoclet plugin is calling the appropriate Ant task, but it's silently doing nothing. The attached struts-config.xml was manually assembled from the various fragments in taglibs/src/conf/merge and will work as a temporary stand-in to work around this problem. It can be saved to taglibs/src/webapp/WEB-INF.
