I assume you're referring to tm_jee here. Perhaps we should give this person a few days (3?) to respond, and if we don't hear back, simply remove him / her from the proposal and move forward? I'd hate to be holding things up for too long waiting to hear from someone who we don't actually know at this point is interested.
