After some consideration, I decided to update http://struts.apache.org/downloads.html to link to http://cvs.apache.org/dist/struts/shale/v1.0.2/ . That seems to fit with the docs here: http://www.apache.org/dev/mirrors.html in that an Alpha release is 'not ready for prime time.'
