:::sigh::: I realized that I couldn't deploy the snapshot without <distributionManagement>, so I just made a change. Please review and change your vote if necessary.
* http://svn.apache.org/repos/asf/struts/pom/pom.xml Maven's release process doesn't really fit without test build phase, so Brett suggested "releasing" to the snapshot repo and then promoting builds from there. (Though no one is quite sure how to do that yet...)
