Yes. I wasn't sure yet, either. :) That's why I was the test repo finding out *exactly* what it planned to do. Whether or not we ended up using it this time, I still wanted to know. It's certainly not doing anything that can't be done "by hand". Change the version numbers, (in all 20 poms, thanks to the <parent> tags,) check it in, tag it, etc. I added some notes to http://wiki.apache.org/struts/StrutsMavenRelease .
