+1 Beta -- The struts-tiles jar is missing the non-java resource files. [STR-2866] A workaround for the missing resources in the Tiles jar is to place the struts-tiles.tld and chain-config.xml files in WEB-INF, and configure the locations in web.xml. The newly repaired Struts Faces Example2 app will help catch problems like this, since it depends on struts-tiles.
