There is no SAF2 binary download available yet, but should be soon.
We are currently working on this topic.
Currently SAF2 is available via SVN only under the following address:
https://svn.apache.org/repos/asf/struts/action2/trunk/
To build from source have a look at http://confluence.twdata.org/
display/WW/Building+with+Maven
