They've resolved this one in the Doxia core. With Doxia and the site
plugin built from source, the new anchors look like this:
<a name="logo_contest"></a> ... <h3>Logo Contest</h3>
And it looks like progress has been made on PDF generation-- there's a
Doxia sandbox component for writing books.
