I think its just an ant task that generate some html files and put them in the 
docs directory base some java files that are being tagged with xdoclet tags.  
Can't really remember the exact details, but the file should still be in 
webwork svn cause we are still using ant + ivy to build webwork.

There's another ant task that generate the tld files, but i think we could just 
modify the tld in Struts2 instead of having it generated. Its just one tld file 
afterall, shouldn't be too hard.
