I'm planning to give Struts 1.3.5 another week or so as Beta, (at least until Niall has time to review it), and then if nothing major has been reported, start a vote to promote it to GA quality.
So far I'm happy with the feedback on apps being upgraded to 1.3 with no problems. We're starting to see questions about 1.3.5 on the user list, and updates to the 1.2 -> 1.3 upgrade wiki page. More feedback would be good. :) The issues that have been reported so far seem to be minor. I think the worst one is the missing commands in the Tiles chain-config file, but that only affects Struts Tiles users who store error messages in session scope, and has an easy workaround (put the fixed chain-config.xml in WEB-INF and use it instead of the bundled one.) In keeping with Ted's advice [1] that "Aside from mentioning what we plan to do, it's also important to mention what we plan not to do ..." : I'll be here to answer questions and support 1.3.x, but I have no plans to drive a 1.3.6 or any future 1.x releases myself.
