The tag in question, unfortunately, falls into category #1.
That said, if we are going to make changes that effect everyone, NOW
is the time to do it since no 2.x version has been released.
It's not only a question of <tiles:insert>, even when it was "alive",
some attributes have been removed. I think that a lot of people used the
removed attribute, so I guess that they are forced to port their
application anyway.
So I really don't know what to do... Probably a "search-and-replace"
tool could be handy.
