The Jakarta Commons has that rule, but it's never really come up
before. The new Apache Labs has a "no releases" rule too.

The Struts Charter does say that the subprojects are the unit of
release, and so to have a release, under the charter, we would need a
subproject.

But, a test-build is not a release, and, if it were helpful, Tiles
could have a tagged test build.


I'm +0 on Tiles 'graduating' from the sandbox to a Struts sub project.
 I think we'll spend a lot of time explaining that it's not *really*
tied to Struts anymore, despite living here and having a Maven groupId
of org.apache.struts.tiles.

At this point, I'm -1 on a Tiles subproject. It was always the
intention for Tiles to apply to TLP when the time came, and the time
has come.

Since we've failed to build consensus, I've published a versioned snapshot that will have to suffice for 2.0.2 and I will begin to drive the effort for TLP :( - it's not my preference but it will have to work.

Anyone interested in PMC Chair for Commons-Web Components? Does it have to be an ASF Member or will any committer suffice?
