Hello, I have the same problem here.
I found this: In the recent versions of tomcat 5, PageContext.insert(url) no longer throws an Exception when the url is unresolvable. Tiles only honors the ignore attribute if the exception is thrown. If this is a bug in tomcat? If not, I think the ignore attribute should handle this case. The workaround proposed in the user list is not an option for me. Not without some hard work.
