Hm. I've been doing a lot of local development with M2 and Snapshots and haven't noticed any problems with it grabbing new ones from the repo. If that is happening, it's a bug in M2; it's supposed to always go look for new snapshots unless you specify differently.
It is a bug in Maven 2.0.4 which will only fetch new snapshots if they have 'unique versions' (timestamped snapshots).
