Personally it's almost never what I want; most of my
functionality is wrapped up in service objects of one
sort or another... I don't *never* use it, but it's
quite rare. 

YMMV and I'm sure others have differing opinions.

Code reviews and/or critiques, code metric tools, etc.
Sounds like an issue of training, education, and
coding culture rather than action chaining.
