If we actually had one or more active documentation maintainers, I'd
be happy to hand over the keys and let them have their way with the
docs.  As it is now, the problem is not one of technology, but one of
people.  Most, if not all, of the documentation "team" are committers,
so the snippet plugin lets them make the best use of their limited
time.  If we had another group of active, dedicated volunteers, they
would be free to fix the docs as they deem best.  As we say at apache,
those who do the work make the rules ... or something like that :)
