Should xml files have the Apache license header

I'm going through a bunch of the xml files trying to fix mismatched 
DTDs, missing XML declarations, snippet usage, etc. I came across one 
xml file with the Apache license header which got me to wondering, 
should they all have it? I might as well fix any files I'm working on 
anyway unless there is some automated way to do it. This is all in the 
sample apps for now. Everything I read on pages like 
http://www.apache.org/legal/src-headers.html seems to indicate that 
every text file should have a header....
