I noticed you bounced the WW-2586 which updated the pom for the struts1 plugin to 1.3.8 from 1.3.5 to be fixed in 2.2.x. Does this mean the intention is not to fix the bug which means that compilation fails if you update the dependency?

Bottom line: we have been too lax in dealing with incoming bugs,
something you'd think we would have learned from Struts 1.  Let's
focus on fixing these issues so we can get back to the more
interesting tasks like REST support, scoping/Web Beans, convention
plugin, and OSGi support.
