It seems to me like you need the latest version of struts annotations, not of the framework code. Struts annotations is not part of the framework, it is a tool that we use to generate the TLD file for the tags, so you are safe using a different version. In the worst case scenario, if you cannot not use the latest version of it, you can remove its execution from core/pom.xml, and make sure that the TLD file is where it is supposed to be, before the core jar is packaged.
