Hm...you're right. I'm always using the pluto-embedded profile, so I
didn't catch the error. I need to restructure things a bit so it also
works without profiles. I'm downgrading my vote to -1 since packaging
the war with the embedded profile also includes a lot of jars that
shouldn't be there (portlet-api, pluto jars etc).

To not delay the Struts 2.1.7 release I suggest that instead of
pushing this 2.1.6 release, I fix this in 2.1.7 snapshot, deploy the
snapshot and update the documentation that is reported in the JIRA
issue. Then I'll push for a new 2.1.7 release after the main 2.1.7
release.
